Welcome to The Highlands.

Once part of the Comeaux Plantation, The Highlands is one of the oldest
subdivisions developed off Highland Road. It was developed in 1977 by
Kenneth C. Owens. Today, some call it "celebrity showcase" because of the
number of prominent residents who live in the subdivision, which features
nearly 60 homes, each sited on an acre or more of land. The one entrance
in and out, Woodleigh Drive, turns onto two cul-de-sac streets, Woodview
Court and Woodmont Court. Wide-open spaces, valuable old trees and a
three-acre lake make it distinctive.
Wayne Hirschey, a retired contractor built the first home there. In
developing The Highlands, Owens purchased some 74 acres from three tracts:
27 acres from the Old Charles D. Comeaux tract; 26.5 acres from Dr. Thomas
B. Flynn, and 20.5 acres from A.H. Gardner tract. When Flynn bought the
property in 1968, it had not been re-surveyed since 1887 said Flynn, who
had the lake dug. A little creek called "Crawfish Creek" ran through it.
A sugar mill had once been on the property. 
An old farmhouse stood at the entrance and nothing else. Dr. Robert
Reich, LSU landscape architect, would bring students out. They helped
design the lake and did a topography survey.
Three neighbors in Oak Hills bought lots in The Highlands before there
were streets. Lee Nettles house was built in 1979 by Wayne Hirschey and it
was the first house built in the subdivision. His neighbors Dr. and Mrs.
Loren Scott and Jim and Betty Allen then bought houses there.
In 1984 there was an attempt to purchase a lot that would have accessed a
second filing. It ultimately ended in a lawsuit which the homeowner's won.
It was a landmark decision that specifies that a lot restricted by recorded
subdivision restrictions cannot be used for any purpose other than that
designated in the restrictions as recorded.
